Posted Jul 27, 2010 - Multiple Subjects Alert: There will be a Friday nighter on July 30th with a band.  Also note your calendars for Aug 13th and 27th as scheduled Friday nighters.  The evenings will start at 5:30 pm, so bring along your favorite beverage and an appetizer/snack to share.  There is also a $2 cover charge to cover setups, cups, napkins, plates and other incidentals.    

     Annual Meeting:  Residents of Wolf Laurel who understand the value of owning the Village and amenities program were recognized at Monday’s Annual Meeting.  This recognition is also on our website Amenities Page as a Charter Member Honor Roll.  

     The assembly was also informed of the current standing on our efforts towards the purchase.  We still have a need for equity members at $1900 or lifetime membership at $5000.  Several venues for naming rights are also available.  

     Those of you currently on the Honor Roll are encouraged to contact friends you know who are not on the list.  A go or no-go decision on the purchase will be made on Labor Day weekend.

Posted Jul 27, 2010 - We are looking for the owner of a friendly female black lab with no collar.  She was first seen around the pool area yesterday.  Please call 689-5888 or the gate guard if you have information on who the owner may be.

Posted Jul 20, 2010 - This is a reminder that the WLPOA Annual Meeting will be held Monday July 26th, 9am at the WLCC.  Please allow 30 minutes for check-in and seating.  All WLPOA members are welcome and encouraged to attend.  The focus for this meeting will be election of officers and discussion of the Village and Amenities program purchase by the property owners association.  A Notary will be available in the area for your convenience.  

     Also note there will be a Village/Amenities Informational Meeting this Saturday July 24th, 10:30 am at the Barn (WL Realty Office).  This meeting is open to all residents of Wolf Laurel with questions regarding the property and amenities purchase.

Posted Jul 14, 2010 - Several residents have inquired about the structure of the equity membership offering and as to why it is necessary to have a covenant recorded on each property owner's deed. The WLPOA put a good deal of thought into this matter with the primary emphasis on 1) affordability of a membership on the front end 2) sustainability of the amenities themselves on a long term basis, and 3) the alternatives as to how an equity member might eventually get their equity membership fee back.  

     The conclusion was that the process arrived at, i.e. a redeemable membership, is the only way in which the above objectives can be attained. Alternatively, an enrollment process which featured only a transferable membership, with no ongoing commitment from the member, would result in the demise of the Village property/amenities in a relatively short time following the purchase by the residents. The below analysis describes the reasoning as to why this is true:

WLPOA :  Sale of Equity Memberships - Transferable vs. Redeemable  

Transferable - Member buys equity for $3,333 ($1.1 million divided by 330 members), no type of financing available since sustainability of amenities is questionable. No deed restriction. Member can quit and walk away at any time. It is up to member to find a buyer for his equity membership at some negotiated price. 

Redeemable - Member buys equity for $1,900, since other financing sources are available (see below). Deed restriction required. Member must support amenities program through dues each year. When WL property is sold, new buyer must join amenities program and pay equity fee. Seller of property gets his entire original equity membership fee back.

 

Financing of $1.1 million purchase price:

Sell 300 memberships @ $1,900 ea.           $570,000

*None of these financing sources is available unless it can be demonstrated that the operation of the amenities is sustainable over time.

                                    

Impact on affordability:  As the above comparison shows, a redeemable equity membership plan (deed restriction) makes the financing plan affordable for many. An equity membership fee of $3,333 for each member is a non-starter. 

Impact on sustainability:  

          Transferable membership - If we start operations on Day 1 with 300 members, that will be the highest membership level that we will ever have. Each year, the member will ask himself this question “Now that the residents own the Village/amenities and since I don’t use them that much, should I just drop out to save myself the annual fee?” 

For many, the answer will be “Yes”. The impact will be as follows:  a) the remaining members will have to pay more in amenities fees to make up for the drop in membership b) the resigning member will seek to sell his equity membership at any price he can get; this means a reduced price for him and precludes the WLPOA selling any more equity memberships at the $1,900 level. The bottom line is that the amenities spiral downward and in a few short years, may have to be shut down or liquidated. 

          Redeemable membership - If we start operations on Day 1 with 300 members that will be the lowest membership level that we will ever have.  Each year, new property owners who buy a property in Wolf Laurel that does not have a deed restriction, and seeing the viability of the Village/amenities, will buy in to the program and will voluntarily agree to have the restriction placed on their deed.  For other new buyers, who buy a property that has the deed restriction, they will be required to buy a new equity membership and replace the position of the previous owner.  Over time, the membership will increase and the long term sustainability of the Village/ amenities is assured. 

Impact on refundability of equity fee:  

          In the case of a transferable membership, it is unknown how much the holder will eventually get back. A holder of a redeemable equity membership will get all of his money back.

           If the amount of the equity membership fee is an issue in the selling of the Wolf Laurel property, then the seller is free to negotiate the fee in any manner.

     Village and Amenities Purchase -  This will be an all telling week in our endeavor to purchase the Village and Amenities program.  We need a significant number of participants to determine how committed residents are towards this buyout of a hefty portion of BMDC's assets. This opportunity may never be offered again.

Posted Jul 11, 2010 -  This Alert notification is a continuation of answers to questions regarding the Village property and Amenities purchase.  A sincere thank you is extended to those receiving this email who have already signed on. 

     The self-imposed deadline of July 15th is fast approaching.  All objectives are doing well towards making goal with the exception of the $1900 category.  There are 220 residents currently participating in this season's amenities program.  To continue next season will require no greater a commitment than this season except for the $1900 that is refundable upon sale of your residence.  In other words to continue with the amenities is a net draw and at the same time insures our community of a secure "front door" that belongs to us.

    This Alert notification is one of several planned for this next week and aimed for those residents not yet participating or who are contemplating the Village property and Amenities program purchase.  A sincere thank you is extended to those receiving this email who have already signed on.   Note:  Your signed documents are required along with your checks to be considered an equity member.  The Board has designated a deadline of July 15th for an adequate response before committing to an expensive legal finalization of the bylaw changes and master declaration. Without adequate assurance this endeavor is headed for a successful outcome, the Board will be reluctant to move forward with this expense.  Simple procrastination could bring this effort to a halt.

Posted Jun 24, 2010 -  Monday morning 10:30 am, June 28th at the pavilion -   This past Monday morning we had a good showing of about 30 residents with interesting and sincere questions for your board members.  With the  clearing of misunderstandings and verification of the facts, a substantial number of residents signed for equity membership. 

      It has been decided to hold these meetings every Monday morning.  If you have questions please attend where there will be a notary present to witness the form signing.  

      Also, starting Friday, June 25th and every Friday throughout July, WLPOA Board members will be available to answer your questions on the Amenities and Village property purchase.  The evenings will start at 5:30 pm, so bring along your favorite beverage and an appetizer/snack to share.  There is also a $2 cover charge to cover setups, cups, napkins, plates and other incidentals.

Posted Jun 18, 2010 - WLPOA bylaws rewrite: 

 1. This revision is very extensive because a) we have fixed minor textual problems that dictated changes in wording (not intended meaning) and b) we have inserted the language and provisions necessary for the WLPOA to operate the Village Amenities program.  Accordingly, we consider this revision to be, in essence, a total rewrite of the WLPOA By-laws and it will be presented as such at the annual membership meeting on July 26th for approval.  

2. In order to solicit comments and improvements from the membership, the revision is being posted on the WLPOA web site for a period of 10 days (June 18 - June 27). Members wishing to comment and make suggested improvements or changes should send an e-mail to WLPOA@verizon.net. The email should have a subject of "Comment or Suggested Change for By-law Revision" and we request that the member's name be clearly indicated in the body of the email. Comments and suggestions should cite the page number and line number where a particular clause starts or where a new clause should be inserted. This will allow the Board to consolidate all suggestions and determine action in response to each suggestion or comment.  

3. Should a member wish to make a comparison of the proposed and existing By-laws for the Association, simply download a copy of the present By-laws (located elsewhere on this site) for comparison.  

4. Following the comment period, the Board of Directors will address suggestions and revise the text as deemed necessary to produce the text that will be published in the June-July issue of the of the Bald and that will be voted upon at the annual membership meeting.  

5. Should it become obvious, prior to the annual membership meeting, that it is not feasible for the Association to purchase the Village Amenities, we anticipate that a motion to table the revision of the By-laws will be entertained at the meeting. Accordingly, we will continue to operate under the current By-laws until the 2011 annual membership meeting. With this in mind, members who support the purchase of the Village Amenities by the Association should send in their purchase and redemption forms as early as possible.

      Participation in the equity ownership of the WLPOA, hence becoming a stakeholder in the Village, does indeed involve a commitment of a few hundred dollars.  However, there is an aspect of concern in that without the security of our community owning the Village and Amenities program, our property values could possibly decrease in the order of tens of thousands of dollars.  The possibility of an outside party ownership of our Village area will be a hard pill to swallow, and the few hundred spent now will seem meager down the road.  

      Very shortly, you will receive another important Alert email and notice on the website concerning proposed changes to our bylaws.  This extensive rewrite is necessary to accommodate the amenities and Village purchase, and although lengthy, please give it serious attention.

Posted April 15, 2010 - Village Bridge Construction will begin Monday, April 19th.  All Traffic to Southgate, Meadow Lane and Village Lane will use Valley View Circle.  Take Valley View Circle to the Lower Ski Lodge parking lot and turn around. Proceed back on Valley View Circle to the orange cones marking the temporary road from Valley View Circle to Village Lane at the upper pond.  The bridge should be completed in a week to 10 days.

Posted April 7, 2010 - Many of the Wolf Laurel roads are in need of repair due to the harsh winter conditions.  The extreme winter has had a major impact on the budget for the maintenance of the roads.  Road repair will commence as soon as weather permits and R&S will determine the repair priority. However, if your road is unpaved and is in need of gravel, you can purchase a truckload(s) and R&S will match and spread your gravel purchase load for load.  A load of gravel will cover approximately an area 8 feet wide by 100 feet long and 4 inches deep.  This coverage depends on the base condition of the roadbed.  The current cost for the gravel is $360/load and is subject to change.  For additional information please contact Roads and Security at (828) 680-9162.
Posted March 27, 2010 - A resident has lost a redbone coon hound named Ginger from the Birch Spring Lane area (most likely headed towards the valley).  She is deep red in color with a purple collar and weighs 50 lbs.  Please call 208-3949 or 216-9593. (update: recovered by noon)
Posted March 8, 2010 - Please be informed that to be included in the 2010 Wolf Laurel Directory, your annual dues must be received by March 31, 2010.  This deadline is necessary in order to produce the Directory and have it available by May when many residents return for the season.
